The family structure is so different here. I was surprised when I first heard about child custody after divorce a few years ago when then Prime Minister Koizumi was in office. If you haven't already heard of it, you might like to read <A HREF="http://www.crnjapan.com/people/juk/en/" REL="nofollow">this article</A> about the custody situation of Koizumi's sons. So it's not just foreigner's that don't have rights after divorce. It's a result of Japan's old feudal system of the 'ie' or family group which is still enforced.
